More than 2,000 Trafficked Children and Unaccompanied Minor Asylum Seekers Missing from British Councils’ Care

Based on public records data, more than 2,000 minors who were either exploited or arrived in the UK alone to apply for protection disappeared from social services’ care last year.

Analysis Discloses Concerning Statistics

A study titled “Until Harm Ends” sent FoI requests to child welfare offices across England, Wales, Scotland and Northern Ireland.

Data from one hundred thirty-five local authorities indicated that out of two thousand three hundred thirty-five young people categorized as having been trafficked or potentially exploited, eight hundred sixty-four (37%) were listed as disappeared.

Overall 141 local authorities replied to inquiries about solo young asylum applicants in their care, who totaled eleven thousand nine hundred ninety-nine minors. Of these, 1,501 (13%) were listed as disappeared.

Serious Threat for Endangered Young People

The study, issued by non-profit organizations, cautions that these categories are at “very high risk” of disappearing from care.

A number of trafficked children in the UK are British citizens while additional cases are from other countries.

They are likely to have been subjected to either predatory misuse or criminal exploitation, for example by county lines gangs.

Systemic Shortcomings in Care

Municipal councils have a statutory duty to secure and help trafficked and unaccompanied children under youth safety systems. Nevertheless, there is no publicly available federal data on the issue.

The latest analysis cautions that factors such as unstable residency permits can increase young people’s vulnerability to continued risk, placing them at substantial danger of re-trafficking and continued manipulation.

Calls for Intervention

The report states there is a “persistent and serious deficiency” in care and urges municipal councils and law enforcement to make certain following of good practice.

The researchers also advise the Education Ministry to guarantee all trafficked and unaccompanied children can access suitable housing that shields them from being re-victimized.

Accommodation Issues

Since September 2021, government bodies have been mandated to guarantee that all wards of the state under 16 are assigned to arrangements that give protection.

Nonetheless, teenagers aged 16 and 17 can still be placed in so-called “supported accommodation” that does not provide regular oversight.

In exceptional circumstances, these older children can be assigned to shared facilities, mobile homes, tents, boats, or shared housing with non-family members.

Professional Comments

“This study highlights the threat exploited and lone minors face. It remains challenging to comprehend why these young people continue to be failed. They are consistently let down by the frameworks meant to help them, whilst being punished by policies that worsen the problem.”
“Each minor ought to have safe and protected, yet victimized and solo young people are consistently let down by the very systems designed to safeguard them.”

Authorities Reply

An official representative stated: “The current administration took over a youth welfare framework not meeting the needs of the state’s most endangered young people.

“Our significant children’s wellbeing and schools bill is the most substantial restructuring of minor protection in a generation, fulfilling our goal to sever the connection between young people’s circumstances and their subsequent accomplishments.”

The spokesperson added that the actions include improving the supply of protective housing, improved communication, mandating the establishment of interdisciplinary youth safety groups in every area, and introducing a new obligation on collaborators to automatically include education and childcare settings in their safety measures to help prevent children slipping through the net.
